Governmental information control: The role of technical societies

Abstract
In the 1980s the zealous enforcement of technology transfer restrictions in the United States led to a clash between the government and the technology establishment as represented by technical societies, business, and universities. The interactions of the government with the societies, IEEE and the American Physical Society in particular, are examined.
