Abstract
An ongoing project at the National Audubon Society is the development of an interactive computer system (EPLAN) that models the impacts of possible U. S. policies on energy consumption. The Audubon energy-demand model is presented along with descriptions of the EPLAN system. Observations are made about guidelines for designing computer systems that provide scientific support for policy analysis.
