Abstract
Small business has difficulty complying with the hazardous waste regulations as they are presently structured. There is much confusion over (1) what constitutes hazardous waste, (2) how it is to be handled, stored and disposed, and (3) the paper trail for the waste that is required by the regulations. They cannot easily implement waste minimization programs because of their size. Some trade associations assist their small firm members, but modifications in current policy will make it easier for the small firm to comply.
