Abstract

There seems little that can be done to eradicate or even control natural disasters, considering the current state-of-the-art. If nothing can be done to prevent them, we must be prepared to cope with them whenever they do occur.

One possibility for greater assurance that hospital will properly accomplish its post disaster mission is an up-to-date, well-thought-out " Hospital Emergency Preparedness Plan." A well written and rehearsed disaster plan is essential for the proper and timely care of casualties arising from an internal or external disaster.

This thesis attempts to bring together many widely dispersed studies, disaster experiences and principles that can be applied in developing, upgrading or modifying an emergency preparedness system for health care facility.

The material has been organized to include planning concepts, planning process, roles and activities for a disaster planning committee, components of a disaster manual, disaster training methods and programs, methods for evaluating the training event, and so forth. Specific recommendations are made from the research literature, past experience and applicable regulatory standards. In an epilogue, disaster stress, and psychological needs of health personnel during an emergency, as well as future trends in emergency preparedness are discussed.

The intention of the thesis is to provide a ready reference for system developers and investigators, with the belief that appropriate application of these guidelines can result in optimization of the emergency preparedness system performance.
