Abstract
In contemporary society we largely assume design and regulation to be two quite diverse and conflicting activities. A means to conceptually integrate design and regulation activities is outlined at the conclusion of the paper. Systems are the object of action for both activities. Design is articulated as an activity for restricting what the system is, while regulation serves as a complement by changing the system to meet environmental conditions. Design emphasizes integrity of the system, while regulation emphasizes continuity.
