Abstract
In this paper, the authors present the results of a survey of small and medium sized enterprises, all of which had foreign equity investors, and are located in Northern China. Their findings are that most firms have changed their market focus from either the domestic or export market, to a need to compete in both markets. Secondly, the firms are found to be shifting from a competitive advantage based on low-cost labor, to developing competitive advantage based on firm specific competencies.
