Abstract
Community knowledge centers can serve as the foundation for a knowledge-based society. This paper identifies state-of-the-art practices that are critical to the development and success of community-based knowledge centers, particularly when they are supported by socio-technical systems and virtual information networks. An emerging model for a virtual community socio-technical system is illustrated in a Community Knowledge Centers context and suggests how it may form, mature and thrive over time. The discussion of the model is supported by the presentation of the fundamental components for the implementation of the system as well as a number of candidate topics for further research.
