Abstract
A fairness criterion called Queue proportional fairness (QPF) was proposed. The QPF employed the cell loss ratio as a fairness metric to improve the utilization of switch resources. Bandwidth allocation was implemented considering available bandwidth and buffer occupancies of competing best effort traffic. The QPF criterion could improve the utilization of resources as compared to Max-Min fairness by properly selecting the fairness metric.
