A video coding algorithm with multi-scalability

Abstract
In this paper, we introduce a wavelet video coding algorithm, which supports spatial scalability and bit rate scalability simultaneously in a single bit stream. The video coding algorithm uses Subset Division Zerotree Wavelet coding to generate embedded bit streams, which can decrease the number of bits allocated to indicate the wavelet coefficients locations. We also propose a region-segmentation-based MRME algorithm, which can effectively decrease the computation complexity, and increase the coding efficiency of MVs. Experimental results show that the proposed MRMR can improve the quality of the reconstructed frames. Based on above algorithms and our scalable MV coding, we obtain a multi-scalable bit stream with spatial resolution markers in it. The single bit stream can provide 3 spatial resolutions, and in each resolution, the bitrate salability is supported. The experimental results show that in each spatial resolution, the quality of the reconstructed sequences is agreeable under various bitrates.
